Vetra Communications, LLC Network Management Policy

Data Services

This page provides information about Vetra Communications, LLC’s (“Vetra”) data plans, including plans that provide Broadband Internet Access Services. “Broadband Internet Access Services” refers to services that provide the capability to transmit data to and receive data from all or substantially all Internet endpoints.

The network practices, performance characteristics, and commercial terms applicable to Vetra customers on Vetra’s Broadband Internet Access Services and other data services over our Underlying Carrier’s networks are described below. This page does not describe the practices, characteristics, or commercial terms that may apply when using a roaming partner network, to the extent roaming may be available.

Your use of our Services is subject to Vetra’s Terms of Service (the “ToS”) at https://vetramobile.com/plan-terms-and-conditions and all policies incorporated therein. Capitalized terms not defined in this Policy will have the meanings attributed to them in the ToS.

What terms and conditions apply to Vetra’s Data Services?

Data plans and Broadband Internet Access Services are subject to our ToS (including our Privacy Policy and Acceptable Use Policy (“AUP”)) located at https://vetramobile.com/privacy-policy and https://vetramobile.com/acceptable-use-policy. The ToS is subject to change so you should visit the ToS frequently including when you activate service. Certain uses of our network are prohibited as described in the ToS and AUP.

What data plans and pricing does Vetra offer?

Currently, Vetra offers mobile data, including Broadband Internet Access Services, for smartphones, basic phones, and other wireless devices over our Underlying Carrier’s 2G, 4G LTE, and 5G broadband networks. Your data plan may feature a designated allotment of high-speed data, after which your data speed may be reduced or your data access may be suspended for the remainder of the applicable monthly period. Any post-allotment speed reductions or data suspensions, and the applicable thresholds, are stated in your Service Plan and on the broadband consumer label for your plan, available at https://vetramobile.com/plans. Data is for personal use in the U.S. only, except to the extent we may offer international roaming subject to our ToS.

What speeds and performance can Vetra customers expect? Where are these speeds available?

Many factors affect the speed and performance that customers experience, including but not limited to the programs or services running on the device, proximity to a cell site, the capacity of the cell site, weather, the surrounding terrain, use inside a building or moving vehicle, radio frequency interference, how many other customers are attempting to use the same spectrum resources, any high-speed data allotment, the rate plans or features you select, and uses that affect your network prioritization, such as whether you are using Mobile HotSpot (tethering). Customer devices may have varying speed capabilities and may connect to different networks depending on technology. Even within coverage areas and with broadband-capable devices, network changes, traffic volume, outages, technical limitations, signal strength, obstructions, weather, and other conditions may impact speeds and service availability.

For the typical speeds and performance that customers can expect when using 5G and/or 4G LTE capable devices and SIMs within an appropriate coverage area over our Underlying Carrier’s 5G and/or 4G LTE networks, subject to the factors described above and below, see the below sections.

Speed and Latency

Speed

The term “speed” is commonly used as a shorthand way to describe the rate at which a particular Broadband Internet Access Service can transmit data. This rate (or speed) is typically measured in the number of kilobits or megabits transmitted in one second (Kbps or Mbps). Some applications like email or basic web browsing do not require a high-data speed to function very well, while other activities like high-definition video streaming or transferring large data files are better experienced with higher data speeds.

Latency

Latency, also known as delay, is the amount of time from when a data packet is sent to when it is received. Latency is usually expressed as the round-trip time in milliseconds (“ms”) that it takes for a data packet to travel between two end points on the Internet (from point A to point B and then back to point A). Some applications, such as email, can tolerate a substantial amount of latency without any noticeable impact on the application's performance, while other applications, such as real-time video conferencing, require lower latency to function properly.

Based on our Underlying Carrier’s published network management policy disclosures, and subject to the factors described above and below, Vetra expects Vetra customers with recent broadband-capable devices and qualifying service, to generally expect the following speeds and latency ranges on the 5G and/or 4G LTE networks. 5G and/or 4G LTE access requires a capable device and SIM within an appropriate coverage area. Your actual availability, speed, and coverage may vary:

5G Network

Download Speeds: Typically between 89 – 418 Mbps

Upload Speeds: Typically between 6 – 31 Mbps

Latency: Typically between 17 – 32 ms

4G LTE Network

Download Speed: Typically between 4 – 35 Mbps

Upload Speed: Typically between 3 – 17 Mbps

Latency: Typically between 24 – 40 ms

Congestion Management

Our Underlying Carrier may implement congestion management practices from time to time, and we update this Policy with information regarding those practices of which we have notice.

At times and at locations where the number of customers using our Underlying Carrier’s network exceeds available network resources, customers will experience reduced data speeds. To provide the best possible experience for the most possible customers Vetra and its Underlying Carrier implement network management practices on a content-agnostic basis. Examples may include:

  1. Caching less data at network edges during peak demand;

  2. Prioritizing the data of users below certain thresholds during congestion, if and as set forth in their Service Plans and the broadband consumer labels available at https://vetramobile.com/plans;

  3. Video optimization, which may reduce the resolution of video streams (typically to standard definition / 480p) to manage bandwidth use;

  4. Prioritizing emergency communications, public-safety communications, law-enforcement traffic, and traffic supporting critical infrastructure as required or permitted by law;

  5. Filtering or blocking traffic that is harmful to the network or violates the AUP (including spam, malware, denial-of-service attacks, and abuse); and

  6. Managing port and protocol use consistent with industry standards and security best practices.

Other Network Management Practices

Blocking. Except for our network management practices disclosed in this notice, our ToS, or our AUP, we do not block or otherwise prevent end user access to lawful content, applications, service, or non-harmful devices

Throttling. Except for our network management practices disclosed in this notice, our ToS, or our AUP, we do not degrade or impair access to lawful Internet traffic on the basis of content, application, service, user, or use of a non-harmful device.

Affiliate Prioritization. We do not engage in practices that directly or indirectly favor some traffic over other traffic, including through use of techniques such as traffic shaping, prioritization, or resource reservation, to benefit any of our affiliates.

Paid Prioritization. We do not engage in practices that directly or indirectly favor some traffic over other traffic, including through use of techniques such as traffic shaping, prioritization, or resource reservation, in exchange for consideration, monetary or otherwise.

Application-Specific Behavior. We do not discriminate against lawful applications that are compatible with our services. Other than the congestion, security, and network integrity management practices described in this Policy, we do not block or rate-control specific protocols or protocol ports, modify protocol fields in ways not prescribed by the protocol standard, or otherwise inhibit or favor certain applications or classes of applications.

Device Attachment Rules. Vetra provides service to any device that is compatible with its Services. Specific compatibility and other requirements for devices are set forth in individual Service Plans.

Security. Vetra secures customer information in accordance with its ToS and Privacy Policy. Additionally, Vetra strictly enforces its AUP, which prohibits actions that harm the network and/or other users of Vetra’s Services.
